For example, in the 2015 fiscal year, the DOL’s San Francisco District Office concluded more than 100 investigations of residential care facilities and nursing homes. JOANNA BROOKS

JOANNA BROOKS is a shareholder in Littler’s Walnut Creek office. Prior to that, she was a partner and head of the Class Action Practice in Jackson Lewis LLP’s San Francisco office. JoAnna has extensive class action litigation experience and has defended more than 60 class action litigation cases in California over the last 15 years. She advises clients both proactively and reactively on employment best practices, and serves as defense counsel in cases involving harassment, discrimination, breach of contract, wage and hour, and unfair business practices. JoAnna's experience includes defending clients through trial as well as representing clients before the California Labor Commissioner, California Unemployment Insurance Appeals Board and California Workers' Compensation Appeals Board. She routinely assists clients with compliance audits, government investigations, and remedial efforts. She prepares employee handbooks and conducts training for both management and staff. JoAnna earned her J.D. from Georgetown University Law Center in 1995 (where she received an American Jurisprudence Award, Moot Court honors and Dean’s List honors) and her B.A. from Purdue University in 1992.

MARTIN OTERO

MARTIN OTERO is a Community Outreach and Resource Planning Specialist in the San Francisco Regional Office of the Department of Labor’s Wage and Hour Division. Martin joined the Department of Labor in 2009, beginning in the San Jose office. In his seven-plus years in the Wage and Hour Division, he has had the opportunity to work cases in a wide range of industries. Martin has been on investigative teams that have won nine Secretary’s Honors awards, including cases in the areas of reforestation, berries, San Francisco restaurants, and care homes. He has been a Team Lead on numerous agricultural cases that led to Enhanced Compliance Agreements. Martin was also the Team Lead on the first H-2A visa case in the Western Region that assessed violations for dismissing corresponding workers.
