COMMISSIONER GALE P. HICKMAN

Commissioner Gale P. HickmanCommissioner Gale P. Hickman (Ret.), Hickman & Carrillo, Orange California, has 50 years of experience including appellate practice, litigation, litigation consulting, Alternate Dispute Resolution, Referee appointments, serving as an expert witness, and teaching Community Property and Evidence at Chapman University Law School. Comm. Hickman received an undergraduate degree in English from UCLA and his J.D. degree from the University of California, Hastings College of the Law. After almost 10 years as an Orange County Deputy Public Defender and criminal defense lawyer, Comm. Hickman sat as a Juvenile Court Referee and Superior Court Commissioner in Orange County for 28 years, serving in the Juvenile, Probate, and Family Law courts. Comm. Hickman has maintained a constant role as a teacher during his career. As an attorney and a judicial officer he has written numerous articles and created, presented, and participated in scores of educational programs for the Continuing Education of the Bar (CEB), the Center for Judicial Education and Research (CJER), the Orange County Family Court, the Orange County Bar Association, the American Academy of Matrimonial Lawyers, the Public Law Center, the University of California, Irvine, and countless other programs and institutions. Comm. Hickman is also a produced screenwriter (“The Penalty Phase,” and “Eighty-Three Hours ‘til Dawn”), has written for the stage, and has been the recipient of frequent awards in recognition of his services to the legal community. He prizes most “The Gale P. Hickman Award,” presented to him in 2005 by the Family Law Section of the Orange County Bar Association for his “commitment to the highest standards of excellence in educating the Family Law Community” and the “Spirit of CEB” award he received from Continuing Education of the Bar in October 2012.

MARC TOVSTEIN, CFLS

Marc Tovstein, CFLSMarc Tovstein, CFLS, graduated from Brooklyn College in 1971 and Western State University College of Law in June of 1976. Mr. Tovstein became a member of the California Bar in December of 1976 and started Tovstein & Kraetzer in January of 1977. The firm is located in Irvine, California. Mr. Tovstein is a Certified Family Law Specialist since 1985. He was an adjunct professor of law at Western State University for nine years where he taught Community Property and Family Law. Mr. Tovstein has served as a member and Chair of the State Bar Family Law Advisory Commission (FLAC) and has served as Chair of the Orange County Bar Association Family Law Section. Mr. Tovstein is a past president of the Orange County Bar Family Law section. He also served on and chaired the Family Law Advisory Committee of the State Bar. In 1999, Mr. Tovstein was the recipient of the Family Law Trial Lawyer of the Year Award presented by the Orange County Trial Lawyers Association. In 2014, Mr. Tovstein was awarded the prestigious Garrity Award by his peers in the Orange County Family Law Section of the Bar. This award is given to the “quintessential Family Law Lawyer” who exhibits the highest level of excellence and professionalism. The award has been given only eight times since its inception in 1995. Mr. Tovstein has been a lecturer for the California Continuing Education of the Bar for over 35 years, lecturing other attorneys in Recent Developments in Family Law and has lectured in various seminars for the Orange County Family Law Section of the Bar.
