Ruben Duran is a partner in the Municipal Law and Government Policy & Public Integrity practice groups of Best Best & Krieger LLP where he exclusively represents public agencies. Ruben serves as general counsel to the Oxnard Harbor District, Hub Cities Consortium, Fenner Valley Water Authority, Stallion Springs Community Services District, and the Altadena Library District. His practice emphasizes open government and transparency and complex conflicts of interest matters, as well as elections law, land use and planning, and cannabis issues. He was appointed to the State Bar of California Board of Trustees in 2018. He also serves on the Malpractice Insurance Working Group; chairing the Subcommittee on Encouraging Insurance Coverage. Ruben frequently speaks on ethics and open government providing AB1234 and ethics training for cities throughout California. He is a graduate of Hastings College of the Law and U.C. San Diego where he received a B.S. B.A. in political science.
Julie Hamill practices with Harris Bricken in Los Angeles. She has advocated for cities and other public agencies for years, and previously served as a city prosecutor and deputy city attorney, advising planning commissions and city councils on zoning, land use, and CEQA issues. Julie received her J.D. from American University Washington College of Law.
